  • Software

Land Clarity uses a large range of equipment (handheld or differential GPS, tablets loaded with satellite imagery, etc.)  as well as proprietary or open source software (ESRI suite, QGIS, GeoODK, etc.) to survey data, gather information and build fit-for-purpose Land Information Systems. More and more, the mobile technology is required using smartphones and cloud servers to upload any data captured from all over the world, even the most remote places, in a standardized system available to the clients. Land Clarity has an extensive experience customizing the FAO Solution for Open Land Administration (SOLA) Open Tenure and the USAID Mobile Application for Securing Tenure (MAST).

  • Data

Land Clarity has an extensive experience surveying and gathering all kinds of proprietary and open data coming from different supports and sources. Depending on the needs, we discuss what kinds of data need to be captured in order to produce the required information.

TOOLS

2017: training of villagers to the use of mobile technology for registering land in rural areas

2013: land tenure assessment for a 30,000-hectare zone in Nigeria

In November 2017, Land Clarity has attended the "Land Acquisition, Resettlement and Social Sustainability" winter school at the University of Groningen in the Netherlands, to develop skills in managing the social risks and impacts associated to public and private investment projects.

  • Land tenure assessment & Due diligence

Acquiring land for investment, development and conservation is becoming more difficult as the world's population is extending, migration movements are increasing, sea level is rising, deserts are expanding, forests are over exploited, etc. Competing claims arise between traditional owners, indigenous communities, settlers, users and states often leading to conflicts. In order to understand land-related complexities, Land Clarity investigates and maps the existing illegal, informal and legal land use and tenure situation before any intervention. It requires going in the field, sometimes in very remote places, to meet governments, communities and special groups. This initial phase often acts as a first introduction to a new project where land possession is not only a source for shelter, food or energy, but also an important part of social identity. During a land tenure analysis, Land Clarity reassures local communities about their land rights recognized internationally and proposes different approaches to governments and corporates for preparing land securization projects and resettlement opportunities. And of course, we build the base for a future land management unit by compiling initial data into a standardized land information system, a key tool necessary for responsible land governance !

  • Street Addressing, Land Administration & Land Governance

Land Clarity adheres to the emerging concept of “fit-for-purpose land administration” suggesting that land policies and systems should be designed to meet the needs of people and their relationship to land, to respect social traditions, to support security of tenure for all and to sustainably manage land use and natural resources. In this regard, Land Clarity supports cities and rural communes to develop Street Addressing systems and modernize Land Administration systems. With properly defined addresses, the public finds cities more user-friendly, emergency services can intervene efficiently, and local governments and the private sector can improve services and billing or tax collection systems. With properly designed land administration systems, governments and communities can apply, formalize, and make operational land tenure rules and processes and secure, use, conserve, and transfer land rights. Land Clarity specializes in coaching and teaching local teams to define methodologies and implement land surveys, street addresses definition & signage, land use mapping, land registration, newly develop land laws, and other services using a combination of paper-based tools and new technologies.

  • Land Information Systems' design and implementation

For the sake of sustainable land governance, Land Clarity supports governments and communities around the world to build Land Information Systems (LIS). These tools are designed to concatenate and visualize diverse kinds of land-related geographical and semantic data according to a very specific structure enabling the user to proceed to specific analyses and produce information necessary for the decision-making. The LIS we build can manage data about Air & Water, Flora & Fauna, Land & Socio-economicsEnergy & resources. For exemple, we build city databases providing information about the urban pattern, the population distribution, the location of businesses and facilities, the utility supplies, the land possession and ownership to create or complete a street addressing or a land administration system, improve the city trafic, design land use plans, review land policies, proceed to land registration, etc. We also build LIS dedicated to rural land management, proceed to due diligence, resolve land conflicts, and many other purposes aiming at responsible land governance.

SERVICES

  • Project Management from initiating to closing

Land Clarity is not PMP or Prince2 certified yet, but it has already managed projects up to 50 people and several months long. Land Clarity guides projects within the framework of land principles and standards defined locally, nationally and internationally such as the FIG Cadastre 2034, the FAO Voluntary guidelines on the responsible governance of tenure (VGGT), the World Bank safeguard policies, the IFC Performance Standards, or the Equator Principles.

  • Road mapping and coaching

More and more, societies train their staffs to project management. Land Clarity is there to supports new project managers in the implementation of projects by providing them a structure, a daily follow-up and advise.

OTHER SERVICES
  • Training

Land Clarity uses its most creative skills to offer fit-for-purpose training courses for all proposed services but particularly for street addressing systems' implementation, land registration, use of mobile technology in land administration, and land tenure analyses. We teach to all kinds of clients from personal from ministries, local governments or private entities to specific groups such as women, indigenous or vulnerable groups. Our training courses aim at bringing the trainees to the extra mile by offering them a wide range of knowledge and a vision in the tasks they need to undertake.

  • Communication / Community awareness

Land Clarity focuses on the 70% of the world's population who does not have access to formal land administration and management. We specialize in working directly with groups located in fragile environments such as local governments with weak resources, informal settlements, women's lawless zones, etc. Through innovative ways, we coach the trainees in the design and implementation of their own campaigns to communicate land issues to their communities and find strategies to improve the local land tenure security.

  • Audit

Due to its long experience in building Land Information Systems, Land Clarity has the ability to analyze tools and processes according to defined standards. At the request of governments, communities, private companies or NGOs, Land Clarity analyzes mix-functioning software, computerized processes, data quality, and proposes solutions and estimates costs and resources for fixing issues and improve systems.
